I mean the way he typed it seems like he was joking. I mean he still shouldn't have said it in the first place but he is a very well known player and a perm ban for that is honestly kind of absurd I understand DDOS threats or anything like that is auto a perm ban but, he is very well known and im sure he would never hit the server.
