Weapon Checks and Spawn Weapons

Weapon checkers should not consider weapons you spawn with "illegal" its bullshit that i can get into an infinite loop of being arrested. Having them out in the open can be arrestable (with laws) but not just having them in your inventory.

Just request a permit from the mayor and then all your weapons will be legalized.
